What this means in practice

A chilled-dessert site tests a batch made across a midnight shift change. Most finished cases reconcile, but rework from the previous run appears in production records without a matching quantity in the trace report. The manager must decide whether the gap is a recording error or changes the population that would be held and communicated in a real incident.

Start with a scenario that tests the real system rather than a conveniently tidy batch. Include a shift boundary, rework, part-used materials, third-party storage or a customer-specific pack where those conditions form part of normal operation. The purpose is to learn how the trace behaves under realistic complexity, not to produce an easy pass.

Define the starting signal precisely. A supplier notification, microbiological result, labelling error or packaging-integrity concern creates a different scope question. Record what is known, what remains uncertain and who owns the initial product-safety assessment before searching begins.

Trace backwards far enough to identify the relevant inputs and their use. This can include ingredient lots, packaging versions, rework, line records and process conditions. The manager should be able to explain why each item is inside or outside the affected population rather than relying on a report that silently applies assumptions.

Trace forwards from the affected production into every current location. Separate stock still on site, stock on hold, waste, samples, third-party storage and customer dispatches. Where data comes from different systems, record the reconciliation method and any unresolved difference instead of forcing the figures to appear exact.

Test the decision route as well as the data route. The exercise should show who can authorise a hold, withdrawal or recall assessment; who acts if that person is unavailable; and how technical, operational, commercial and leadership roles share a current position. A fast list without an accountable decision path gives incomplete assurance.

Exercise communication using controlled draft information. Check that customer and authority contact details are current, product identifiers are unambiguous and instructions can be issued consistently. The Food Standards Agency distinguishes legal requirements from best-practice tools in its withdrawal and recall guidance; site procedures should be reviewed by competent people against the current requirements applicable to the business.

Capture elapsed time by meaningful stage: defining scope, retrieving records, reconciling quantities, identifying recipients and reaching the management decision. A single completion time can hide the part of the process that actually delayed control.

Treat uncertainty as a finding, not an embarrassment. A missing rework link, ambiguous date code or outdated customer contact is exactly the evidence the exercise is designed to reveal. Classify its significance, assign an owner and state what proof will demonstrate improvement.

Verify the corrective action through a focused retest. Updating a form or briefing a team does not show that the trace now works. Repeat the failed section using a different representative batch and retain the evidence that the weakness has been addressed.
